Kiwi dies after fall from yacht

A New Zealander has drowned after slipping off his yacht near Chalong Pier in Phuket province, police said.

A witness told police that Richard Ernest Spraggs, 59, was on the deck when another large sailboat that was anchored nearby slammed into his yacht, La Zingara. He slipped and fell into the water, hitting his head on the way down and was knocked unconscious.

A passerby jumped into the sea, dragged Spraggs ashore, but could not revive him. However, the New Zealander succumbed to his injury and died soon after.

How can an anchored boat slam into his his? just curious. Even if it swung on it's anchor that surely means he placed his own boat in danger by being to close. Boats under power/sail must stay clear of moored vessel's.

Was the person who parked the other large sailboat charged with involuntary manslaughter or anything else?
