The telecom committee of the National Broadcasting and Telecommunications Commission (NBTC) on Tuesday rejected TOT Plc's mobile broadband service plan for its 2300MHz bandwidth as lacking in essential details, and gave it three months to submit a better plan.
NBTC commissioner Prawit Leesathapornwongsa said that in October last year NBTC allowed TOT to develop mobile broadband services on its unused 2300MHz bandwidth and operate them until 2025 to generate more income.
TOT had just recently submitted its four-page business plan to the NBTC's telecom committee.
"The business plan lacks several important elements including a network roll-out plan and the timeline for a soft or commercial launch of the services, as well as a clear roadmap of bandwidth allotment in providing services," Mr Prawit said.
He disagreed with TOT's plan to use its 60MHz of bandwidth in the 2300MHz spectrum for the new mobile broadband services. The proposed bandwidth use was excessive, he said.
If TOT failed to launch the services on the bandwidth by the end of next year, the NBTC should recall the spectrum, Mr Prawit said. NBTC regulations require a licensee to launch telecom services within two years of receiving the NBTC's approval to use a spectrum.
Currently, the 2300MHz frequencies serve as transmission links for some telecom services in remote areas.
