Sounds like the drivers fault for taking a difficult corner too fast. And not 2 people are dead because of it.

Always wear your seat-belts on these journeys. It could have saved their lives. Every time I get into a van or a bus I always where my seat-belt. I sleep much better on a journey knowing I am wearing this simple safety feature that could save my life. However, it is very disappointing that most of these seat-belts are disabled so you can't wear them. Why..?

So if that is the case , Its about time the roads department, force the traffic to slow by using rumble strips, lights , signs and cameras to force the traffic to slow down. Even by placing traffic lights to stop the traffic and have to start again.
