It seems that locals perceive this Abbott as money-hungry and controlling.

Why is there a need to change the coexistence between the temple and the school by reclaiming part of the land and consulting a lawyer? Maybe it is the first step to forcing out the school or denying access to the road?

Anyway, I wonder if and why men of the clergy should be so concerned with money and ownership issues. Isn't one of the Buddhist precepts that they shouldn't covet material wealth?

There is a law in Thailand where if you let someone walk on your road for more than 10 years, you can't close the road off. Just like the squatting law where if an outsider squats on your land for more than 10 years, you can't force them to leave, unless they have been paying rent.

'The abbot promises to maintain the school's condition and its informal access through the temple's compound.' So, where's the story? What is the fuss about? Are these people suggesting that the abbot is a liar?
