An election commissioner will propose a recount at a polling unit, a move which might delay the announcement of the official results on the charter referendum scheduled for Wednesday.

Somchai Srisutthiyakorn said on Tuesday he would propose the Election Commission (EC) recount the votes from a poll unit in Phitsanulok's Muang district.

He based the decision on a public video clip showing poll officials turning their back on observers while counting marked ballots without showing each of them publicly. Mr Somchai believes the recording was from one of 15 poll units at Naresuan University.

"The officials counted the votes while turning their back on people observing them. They counted the votes quickly, announced the choice in low voice and did not show the marked ballots... The practice was wrong," Mr Somchai said.

The officials were students of Naresuan University. At the poll unit of tambon Tha Pho, votes for the draft charter outnumbered the "no" votes. For the additional question whether senators should be allowed to join MPs in selecting a prime minister, the "yes" votes were lower, he said.

The majority of votes from the 15 units at the university were against the draft charter and the additional question, he said.

Mr Somchai would propose the recount at the EC's meeting on Wednesday.
