CSD seeks indictment of 'men in black'

The Crime Suppression Division (CSD) has asked the Office of the Attorney General (OAG) to indict five so-called "men in black" for alleged possession of war weapons and illegally carrying them in public during the political violence in 2010.

Pol Col Prasopchoke Prommoon, deputy DSD commander, said there were initially eight suspects, but one of them had since died.  

Investigators had obtained arrest warrants from the Criminal Court for the remaining seven.

Of the seven, five have been arrested.  They are Kittisak Soomsri, 45, Chamnan Phakeechai, 45, Preecha Yuyen, 24, Ronnarit Suricha, 33, and a 39-year-old woman, Punika Chusri.  The other two suspects under arrest warrants - Thanadet Ek-apiwat, 39, of Bangkok’s Laksi district, and Watthanachoke Chinpui, 23, of Chon Daen district in Phetchabun province - remain at large.

Pol Col Prasopchoke said the CSD is handling only the cases relating to possession of war weapons.

Their alleged involvement in the political violence that resulted in death and injuries among protesters and soldiers, including (then colonel) Gen Romklao Thuwatham, during the political violence in 2010 is being handled by the Department of Special Investigation (DSI), he said.

CSD investigators had completed the questioning of witnesses and compilation of evidence in the war weapons case against the five "men in black" who have been arrested, he said.

The full investigation report recommending the indictment of the five on charges of illegally having war weapons in their possession and carrying them in public places was to be forwarded to the OAG on Monday afternoon, Pol Col Prasopchoke said.

Deputy police chief Gen Somyot Phumphanmuang confirmed the investigation into the involvement of  the "men in black" in the deaths and injuries during the 2010 violence was now the responsibility of the DSI.
